It won’t keep your camera safe from getting stolen or catching fire, but it should work underwater. You can test it. Put a paper towel inside and then seal the bag. If the water leaks in, the towel will get wet and you can return it. If the water doesn’t leak in then you will have a dry paper towel to use another time. And then you can put your camera inside.
